Frequently Asked Questions

When do I need to get a street opening permit?
Per City Code Section 23-22.1:  Anytime you open up or make any excavation into a street or alley.

When do I need to get a permit for temporary use of a street, alley or sidewalk?
Anytime you want to use all or part of a street, alley or sidewalk for a short period of time?
(i.e. block party, selling food/beverages during special events, for construction purposes, to place scaffolding, etc.).

My street light went out last night, how do I get it replaced?
Call MDU.

My neighbor's tree is encroaching onto my property?
If it's in the City right-of-way the City will investigate, if it's on private property it's between property owners.

There are green/orange/blue markings on my property, what is going on?
This usually means they are surveying or locating underground utilities in preparation for infrastructure replacement projects.

Can I have a traffic sign (i.e. slow children at play, 20 mph, stop, yield etc.) at a certain intersection or area?
The City will investigate via traffic studies and take recommendations to City Council for approval.

During projects why don't they replace the water, sewer and storm sewer lines all at once?
Because there is no room in the City right-of way to store the excess dirt material if done all at once.

Who pays for fixing or replacing the sidewalk in front of my house?
Property owner is responsible for maintaining sidewalks in the City right-of-way abutting their property.

Why is my water off or discolored?
Your water may be off for non-payment or the City is working in your area.  We will check it out.  Your water is discolored as the City may be flushing mains or fire hydrants in your area.  Run you water for a few minutes and it will clear up.

Why is the City replacing sidewalks on major construction projects?
During the course of construction multiple service lines (water, sewer, gas) are replaced or installed.  During this process the existing sidewalks are removed and need to be replaced.

What City Projects are coming up for bid?
Requests for proposals or bids are advertised in the Sheridan Press and are listed in Table 10 of the City's Capital Improvement Plan.
